Do you already have it primed from any bodywork that was done? If you aleady have used filler primer on the body from bodywork then you can just spray on a sealer or use the Paint Shop primer. I would then wetsand that smooth. They your color, wet sand that. Then your clear, wet sand and buff. For a Chevy short bed I am going to estimate.
3-4 quarts of primer
5-6 of color
8-10 clear(since you will sand some of it off)
I believe that the average going price of a quart of Paint Shop is $20. I can't suggest any specific auto parts stores because we don't have a listing of their prices.

Car Brite has a numbered polishing system and 3M also has different grades. I have had good luck with the #1 and #2 Car Brite polishes. Make sure you use a sealer after any body filler is used or use a NON Staining filler. This will prevent bleed through into your color coat.

Will it hurt to color sand the base coat before the clear?
