I plan to repaint my factory GM alloy rims using the satin black wheel pain (hwp104). The rims are in pretty good shape, as there are no major scratches or dents in them. Is the use of a primer such as fp101 or dap1690 required? Or can I simply paint the rims arfter the ps/w100 prep and red pad scuffing?

The use of a primer is not necessarily required, but it is a good recommendation. Are you planning to clear coat over the satin black? If not, I would definitely recommend using the self etch primer (DAP 1690). Since you don't have scratches, you shouldn't need the filler primer. Whether or not you use a primer, just make sure you scuff the rims enough to break any existing gloss they may have. Once that is done, thoroughly clean and let dry before painting. A clear top coat (HWP 103) will give you added protection from road abrasion, but it will also add gloss...

I didn't use any primer on any of the pieces. The rims are in good shape, the few blemishes were removed when scuffing and cleaning. Applied light coats then a medium coat, with very little touch up needed. Did apply a few coats of clear also. Still some parts of the project to finish up, but am happy with the results from my rookie hands.

Have a few other questions to ask.
After painting and clear coating the center caps, I thought of painting the emblem outline for an accent. I have plenty of auto spray T400 and clear coat from other interior and underhood projects. Can I use the auto paint over the wheel clear coat? Or do I need to sand and prep first?
If/when the red auto spray is applied, which clear coat should I use. The wheel clear or the auto spray clear? Or will it matter? Just want to make sure I can get the red accent and clear coat on the center cap to be as glossy as the rim.

You'll definitely need to sand and prep if you are painting over a clear coat. Doing this will allow for optimal adhesion of the paint.
As for which clear to use on the center cap, I would suggest the Wheel Clear since it's designed to handle the road abrasion.
