Few more questions about painting fender flares

I just bought some Jeep TJ fender flares for my YJ Wrangler. The rear are faded pretty bad and need to be painted. What adhesion promoter do I use? Does Duplicolor have a matte black spray? And what all prep work needs to be done? Sanding, etc...

1. PS100 Prep Spray

2. Lightly scuff with scuff pad so the paint has something to bite to.

3. PS100 Prep Spray

4. CP199 Adhesion Promoter

5. HWP104 Satin Black Wheel Paint, recommended for your matte finish.
