Is it enamel?? lacquer?? Can I put it over duplicolor engine enamel? If that's fine, can I put a 2k urethane clear over that?

It is lacquer and lacquer cannot be used over enamel because of lifting/cracking issues. There is however a plus side to this. Since Effex is meant to be applied in light coats you can use it over the engine enamel very lightly. Dust on several light coats and let it dry for about 30 minutes in between coats. If you get too heavy it may crack on you. Once your satisfied with the Effexs you can seal it all in with 2k urethane.
